This page sets the two side by side for truckers and small fleets: what each company is, the coverages it lists, who it is set up for and how buying, filings and claims work. Facts come from each company’s own website, Progressive’s 2025 Form 10-K and trade press, and product details are stated as of October 2026.
How each one works
Progressive Commercial is the Commercial Lines business of The Progressive Corporation, a publicly traded insurer based in Mayfield Village, Ohio. Its site states that commercial auto policies are underwritten by Progressive Casualty Insurance Company and its affiliates. Progressive sells online, by phone and through independent agents, and its 2025 Form 10-K says about 90% of its commercial auto business was written through agents in 2025, excluding rideshare business.
Cover Whale describes itself as a commercial auto insurtech, and Insurance Business described it in 2022 as a New York-based commercial auto MGA, a company that underwrites and administers policies on behalf of insurers. The policy itself is issued by one of its partner insurers: Cover Whale’s claims directory lists Ascot, Accredited, Canopius, Everspan, Knight, SCOR’s General Security, Trisura and Lloyd’s. Cover Whale says it is exclusively available through licensed insurance agents and brokers, and its home page cites about 5,000 brokerage agencies and 46 states.

Coverage differences
Both write the core trucking coverages, but they publish different limits and options. Progressive’s truck page lists motor truck cargo, trailer interchange, non-trucking liability, heavy truck roadside assistance, general liability for truckers and rental reimbursement with downtime. Its 10-K says the Cargo Plus endorsement, which adds water, corrosion and rust protection to cargo, was available in 49 states at the end of 2025. Progressive also sells business lines beyond auto, though its disclosure says BOP, general liability, professional liability and workers’ comp policies may come from affiliated or unaffiliated insurers.
Cover Whale publishes its limits and options in its coverage guidelines:
- Auto liability up to $1 million combined single limit, with federal and state filings offered and admitted options in some states.
- Physical damage for scheduled trucks, tractors and trailers, with non-owned trailer and trailer interchange coverage available and a $7,500 towing and storage limit that can be raised to $25,000.
- Motor truck cargo up to $250,000, with refrigeration breakdown available when trailers are less than 10 years old.
- Truckers general liability, non-trucking liability for leased owner-operators and 24/7 roadside assistance.
Who each tends to fit
Progressive’s 10-K groups its commercial auto customers into five markets: business auto, contractors, for-hire transportation, tow trucks and for-hire specialty such as dump, log and garbage trucks. Larger fleets are handled by a separate fleet unit. That range covers a contractor’s pickup as well as an owner-operator’s tractor, and the same carrier can also quote a BOP or general liability policy.
Cover Whale is built around for-hire trucking. Its guidelines accept Class 2 through 8 vehicles, including hotshots, and ask for 2 years of driving experience in a similar vehicle, tractors and trailers newer than 23 years and every driver and vehicle scheduled on the policy. Its list of ineligible operations includes hazmat, household goods moving, double or triple trailers, cement, oversized or overweight loads, residential delivery, courier work, livery, logging and garbage, refuse or scrap hauling.
So a log or garbage hauler falls inside the markets Progressive describes but on Cover Whale’s ineligible list. A small fleet that already runs an approved ELD or camera may fit Cover Whale’s program, which its site says can support renewal savings for verified safer performance, subject to eligibility.
Buying, filings and claims
With Progressive you can start a quote yourself, and its site notes that prices vary based on how you buy. Progressive says truck filings are usually completed within 48 hours of a request and that truck customers can avoid interest on monthly installments because it does not rely on outside premium financing. It publishes 2025 national average for-hire truck premiums of $734 a month for specialty truckers and $926 a month for other transportation truckers.
With Cover Whale, your agent or broker quotes and binds through its platform; its home page cites an average bind time of 18 minutes. Cover Whale does not publish premium figures. Policyholders manage vehicles, drivers and certificates in an online portal, according to its business page.
Claims run differently too. Progressive says its own employees handle nearly all Commercial Lines claims, that claims can be filed online or by phone 24/7 and that a representative typically calls by the end of the business day. Cover Whale’s claims page sends you to the claim administrator for your insurer, such as NARS, Gallagher Bassett or Littleton/Davies, matched by policy number prefix, and says an adjuster will contact you within 24 hours.
Why comparing several quotes matters
Progressive’s 10-K counts about 340 competitors in the U.S. commercial auto market, and appetite differs sharply between them, as Cover Whale’s ineligible list shows. Compare quotes for the same liability limit, cargo limit, deductibles and filings, and check which insurer actually issues each policy and who will handle its claims.
An independent broker such as Florin can compare quotes from several insurers for your trucks, drivers and routes in one review.
