Insureon’s median of $86 a month reflects small businesses, most with fewer than five employees: 24% pay under $50 a month and 30% pay $50–$100. Insureon estimates each additional $1 million of limit at about $40 a month, and industry shifts the price: its manufacturers pay about $109 a month and retailers about $67. A business that needs several million dollars of umbrella limit should budget well above the median. Umbrella is still getting more expensive while most lines soften: the Council of Insurance Agents & Brokers reported umbrella premiums rose an average of 5.3% in the second quarter of 2026, the largest increase of any line and the 35th straight quarterly rise.
Who it’s for
Insureon’s example: a contract requires $5 million of general liability, so you pair a $2 million policy with a $3 million umbrella. NEXT notes some clients and agencies want a certificate showing $2 million or more, and some landlords set similar minimums.
Public owners set umbrella limits by contract size. Caltrans, for example, requires $5 million of umbrella or excess liability on construction contracts up to $1 million, rising to $25 million above $25 million, on top of the general liability limits.
An umbrella over commercial auto adds limits above your auto policy when a crash causes serious injuries. Verdicts are growing: Marathon Strategies counted nearly 200 jury verdicts of $10 million or more against companies in 2025, up 40.7% from 2024 and topping $25.6 billion.
The Hartford’s example: with $1 million of general liability and a $2 million judgment from an accident at your business, a $1 million umbrella pays the difference that would otherwise come from business assets.
Insureon lists employer’s liability among the policies an umbrella extends, and The Hartford includes lawsuits from employees with work-related injuries or illnesses among the claims a commercial umbrella can help cover.
Coverage
Pays bodily injury, property damage and personal and advertising injury claims, such as libel, after your general liability limit is used up.
Extends owned-vehicle liability and hired and non-owned auto liability, if the umbrella lists them. Some small-business umbrellas, such as NEXT’s, do not cover auto.
Adds limits above your employer’s liability coverage for lawsuits over employee injuries.
Many umbrellas drop down to cover claims a general liability policy excludes, such as non-owned watercraft or aircraft, usually after a deductible or self-insured retention, The Hartford notes.
Excess liability raises the limit of one specific policy, Insureon explains, and can sit over professional liability, which an umbrella will not extend.
Insureon says umbrella coverage is sold in $1 million increments. The Hartford writes umbrella limits from $1 million to $15 million.
Rules
Public owners, clients and landlords set umbrella limits in their contracts. Caltrans publishes its schedule by contract size, shown here as an example; check the insurance section of each contract or lease you sign.
| Requirement | Applies to | What it means |
|---|---|---|
| Caltrans construction contracts, total bid up to $1 million | Prime contractors on Caltrans projects | $1 million per occurrence and $2 million aggregate general liability, plus $5 million umbrella or excess (Caltrans Standard Specifications 7-1.06D(2), revised August 2025). |
| Caltrans, total bid over $1 million to $10 million | Prime contractors on Caltrans projects | $1 million per occurrence and $2 million aggregate general liability, plus $10 million umbrella or excess. |
| Caltrans, total bid over $10 million to $25 million | Prime contractors on Caltrans projects | $2 million per occurrence and $4 million general aggregate, plus $15 million umbrella or excess. |
| Caltrans, total bid over $25 million | Prime contractors on Caltrans projects | $2 million per occurrence and $4 million general aggregate, plus $25 million umbrella or excess. |
| Caltrans drop-down and follow-form terms | Umbrella or excess policies used on Caltrans contracts | Must drop down if primary limits are impaired or exhausted, sit in addition to the general liability limits and not exclude follow-form coverage for required coverages. |
| Caltrans small business subcontractors | Small business subcontractors on Caltrans projects | Limits are read from the same table using the value of the subcontracted work, not the prime contract’s total bid. |
| Private client and lease minimums | Vendors, contractors and tenants | Set by each agreement. NEXT notes some clients want $2 million or more on a certificate; Insureon’s example contract requires $5 million. |

Common questions
An umbrella sits over several policies at once, such as general liability, commercial auto and employer’s liability. Excess liability extends one specific policy and, unlike an umbrella, can sit over professional liability, according to Insureon.
Start with the highest limit any contract, lease or bid requires, then consider your vehicles and public exposure. Insureon says umbrella is available in $1 million increments, and The Hartford writes limits up to $15 million.
Yes, if it sits over your commercial auto or hired and non-owned auto policy. Some small-business umbrellas extend general liability only; NEXT says its umbrella does not cover automobile liability.
No. The Hartford notes an umbrella adds a layer to an existing underlying policy, so without general liability you cannot get commercial umbrella coverage.
It is an amount you pay yourself before the coverage responds; The Hartford notes umbrellas often apply one to drop-down claims the underlying policy does not cover. Unlike a deductible, Insureon says it must be paid before the insurer gets involved.
Large verdicts. The CIAB reported umbrella premiums up 5.3% in the second quarter of 2026, its 35th straight quarterly rise, while Marathon Strategies found verdicts of $10 million or more against companies rose 40.7% in 2025.
