This page explains what Cover Whale is, what it writes and which trucking operations fit its guidelines. It then covers its DriveSmart telematics program, how claims work and what to check before you buy. Every fact comes from Cover Whale’s own website and announcements or from trade press, and product details are stated as of October 2026.

What Cover Whale is and how buying works

Cover Whale Insurance Solutions describes itself as a technology-enabled commercial transportation managing general agent. An MGA prices, underwrites and services policies on behalf of insurance companies, which issue the policies and carry the risk. Cover Whale’s July 2025 financing announcement says the company was founded in 2020, and a June 2023 release says it wrote its first commercial trucking policy in March 2020. Insurance Journal describes it as New York-based.

Cover Whale states that it is exclusively available through licensed insurance agents and brokers, so a trucking business cannot buy directly. Agents get appointed, then quote, bind and manage policies in Cover Whale’s agent portal. Its broker page cites an average bind time of 18 minutes, and its business page says most policies bind in under an hour.

In June 2026 Cover Whale launched Breakwater Markets, a digital wholesale brokerage for transportation risks that fall outside its own underwriting appetite, including non-standard, surplus lines and more complex placements. Its announcement says the platform receives close to $7 billion in annual premium submissions, with only a portion ultimately bound.

Coverage it offers and for whom

Cover Whale writes commercial auto for trucking operations. Its coverage page lists six products, which can be written as a package or, apart from auto liability, on a standalone basis.

  • Auto liability: limits up to $1 million combined single limit, with federal and state filings offered and admitted options in some states.
  • Physical damage: comprehensive and collision for scheduled trucks, tractors and trailers, with non-owned trailer and trailer interchange coverage available. Towing and storage is included at $7,500, with options up to $25,000.
  • Motor truck cargo: limits up to $250,000 on a broad form, with refrigeration breakdown available when trailers are less than 10 years old.
  • Truckers general liability: injuries or property damage from business activities not directly tied to operating the truck, including personal and advertising injury.
  • Non-trucking liability: for owner-operators when they are not under dispatch of a motor carrier, including bobtailing and deadheading.
  • Roadside assistance: since October 2025, policyholders get discounted 24/7 roadside service through RoadsideMASTERS.com, which Cover Whale says is independent of the insurance policy.

Who it suits and who it may not

Cover Whale publishes its underwriting guidelines. They favor small and mid-sized fleets with experienced drivers and exclude several specialized operations.

Its listed ineligible operations are mobile homes, household goods movers, hazmat haulers, double or triple trailers, cement, oversized or overweight loads, residential delivery, owned goods, livery, courier, logging and garbage, refuse or scrap hauling. If your business does any of these, you will need another market.

Where you operate matters too. As of October 2026, Cover Whale’s licenses page shows active licenses in most states and Washington, DC, with New York pending and Hawaii coming soon. Its coverage page lists auto liability as admitted in Florida, Georgia, Illinois, North Carolina, New Mexico, Nevada, Ohio, South Carolina and Wisconsin, with non-admitted auto liability in a longer list of states. In May 2025 it said it offered auto liability in 41 states and some line of trucking coverage in 46.

DriveSmart and continuous underwriting

Auto liability customers connect an approved ELD or camera to DriveSmart, Cover Whale’s telematics and safety program. Cover Whale says you can use an eligible device you already have and that a dual-facing camera is not required.

Cover Whale says detected speeding and hard-braking patterns can prompt coaching by email, text or phone, and that verified safer performance may support renewal savings, subject to eligibility. Its insurer page says it runs more than 200 automated underwriting checks per policy each day, and that verified findings can lead to outreach, underwriting review or a policy change during the term. You should expect your driving data to be reviewed throughout the policy, not only at renewal.

How claims and service work

Claims are handled by a third-party claims administrator assigned to the insurer that issued your policy. Cover Whale’s claims page matches policy number prefixes to insurers and administrators, including NARS, Littleton/Davies, Network Adjusters, Gallagher Bassett, Reserv and Tenco, and asks you to confirm the insurance company before calling.

Cover Whale says an adjuster will be assigned and contact you within 24 hours. You will need the insured name and policy number, the date, time and location of the loss, the vehicle’s year, make, model and VIN plus the driver’s name and phone number. Cover Whale also says DriveSmart data such as GPS location and speed can be used in the claim.

For service, Cover Whale lists an email address with a one-business-day response and phone support Monday to Friday, 9am to 5pm Eastern. Policyholders can add vehicles, download certificates and request endorsements in an online portal.

What to compare and ask before buying

Because Cover Whale is an MGA working with several insurers, two Cover Whale quotes can come from different companies on different terms. These questions help you compare offers like for like.

  • Which insurer issues each policy, and whether it is admitted or non-admitted in your state.
  • Whether the $1 million liability limit meets your broker, shipper and FMCSA filing requirements.
  • Whether your cargo is a covered commodity and whether reefer breakdown applies to your trailers.
  • What DriveSmart requires of your drivers and devices, and what can happen mid-term if the data flags a problem.
  • How the premium, down payment and deductibles compare with other quotes for the same limits.

How it fits with getting several quotes

Cover Whale is one market among many for trucking insurance, with a defined appetite by fleet size, vehicle age, operation and state. An operation that falls outside those guidelines, or that prefers a different telematics arrangement, will be priced elsewhere, which is why comparing the same limits across several markets matters.

A broker such as Florin can compare quotes from several insurers and programs for your trucks in one review.
