Nirvana and Cover Whale both use telematics to price trucking insurance, and both sell through independent agents. This page uses each company’s own published information to compare who they insure, the coverage they list, how their telematics programs work and how buying and claims work.
How each one works
Nirvana is a San Francisco trucking insurer. It prices commercial auto coverage using telematics data from the ELDs and cameras fleets already run. Its website says its policies are backed by insurance partners and a panel of reinsurers. In October 2024 it announced MS Transverse Insurance Company, part of MS&AD Insurance Group Holdings, as additional capacity. In December 2025 it announced $100 million in Series D funding led by Valor Equity Partners.
On October 19, 2026, Nirvana cofounder Rushil Goel launched Mandl, a company that brings Nirvana together with the claims administrator Vega and an operations platform called Cooper. The announcement named Jon Hammer as Nirvana’s CEO and said Nirvana has passed $300 million in run-rate premium.
Cover Whale is a managing general agent (MGA) for commercial auto that started in 2019. In a May 2025 release, it said it had written over $1 billion in gross premium since then and sells through more than 4,000 active agents. Its DriveSmart program connects an approved ELD or camera to the policy. The company also says it underwrites continuously through the policy term, not only at renewal.

Coverage differences
Both companies list the core trucking lines: auto liability, physical damage, motor truck cargo and general liability. Cover Whale also offers two lines that Nirvana does not list for its Fleet Program: non-trucking liability for leased owner-operators and 24/7 roadside assistance. Cover Whale’s published guidelines include these details:
Nirvana’s Fleet Program page lists auto liability as required, with physical damage, general liability and cargo available. It mentions “numerous deductible options” and add-ons. It also advertises partner discounts on ELDs, cameras, compliance software and tires that it says are worth up to $4,000 per truck. The pages we reviewed don’t list limits or eligible operations, so ask the agent about limits, filings and whether Nirvana accepts what you haul.
- Auto liability limits up to $1 million combined single limit, with federal and state filings available
- Physical damage with non-owned trailer and trailer interchange options, plus $7,500 of towing and storage included, with options up to $25,000
- Motor truck cargo limits up to $250,000, with reefer breakdown available when trailers are less than 10 years old
- Vehicle classes 2 through 8, including hotshots, and tractors and trailers must be newer than 23 years old
- Operations it won’t cover include hazmat, household goods moving, double or triple trailers, oversize or overweight loads, cement, logging and garbage hauling
Telematics and pricing
Both companies use telematics, but they apply it at different points in the policy. Nirvana says safe fleets can get up to 20% off upfront, based on data from the telematics provider you connect through a link from your agent. Its FAQ says your rate is locked for the policy term and won’t change mid-term, even after an accident or claim. Its Fleet Program page also advertises no minimums, with premium based on miles driven.
For Cover Whale, the DriveSmart connection is part of the auto liability guidelines. You connect an approved ELD or camera, and an eligible device you already use counts. A dual-facing camera is not required. Cover Whale says safer performance it can verify may earn savings at renewal, subject to eligibility, and that it monitors risk in real time during the term.
Neither company publishes typical premiums. Your price depends on your state, operating radius, what you haul, your drivers, your claims history and the limits you choose. Real quotes are the only reliable way to compare.
Who each tends to fit
Eligibility rules settle most of this comparison before price comes into it. Based on each company’s published guidelines:
Location matters too. Nirvana’s 28 states and Cover Whale’s 41 auto liability states don’t fully overlap, so check your base state first. Cover Whale offers admitted auto liability in 9 states: Florida, Georgia, Illinois, North Carolina, New Mexico, Nevada, Ohio, South Carolina and Wisconsin. Elsewhere it writes auto liability on a non-admitted (surplus lines) basis. Nirvana says its Fleet Program is admitted in every state where it is active except California.
- Owner-operators and fleets of 1 to 9 power units: Cover Whale’s auto liability program targets 1 to 25 units, and Nirvana’s site lists no program under 10 units as of November 2026
- Leased owner-operators who need non-trucking liability: Cover Whale offers it and Nirvana does not list it
- Fleets of 10 to 25 power units: both programs fit on size, so compare both
- Fleets above 25 power units: Nirvana’s Fleet Program covers 10 or more units, while Cover Whale caps auto liability at 25 units at bind, plus up to 2 more each quarter, though its other lines go up to 75
- Hazmat, household goods, oversize or double-trailer operations: Cover Whale does not cover these, so ask whether Nirvana accepts your operation
- Drivers with under 2 years’ experience in a similar vehicle: they fall below Cover Whale’s minimum
Buying, filings and claims
Neither company sells directly to trucking companies online. Nirvana’s site sends fleets to find an agent and invites agents to get appointed. It says an agent can complete an application in under 10 minutes and get an instant indication. Cover Whale also sells through appointed agents and says they can quote, bind and service policies in minutes.
Cover Whale lists federal and state filings with its auto liability coverage. Nirvana doesn’t describe filings on the pages we reviewed. If you need a BMC-91X or a state filing, confirm the agent can file it on the day the policy starts.
Nirvana claims go to Vega, its dedicated claims partner and now a sister company under Mandl. Nirvana says you can report a claim 24/7 by phone, email or online, and Vega contacts you within 3 hours of a filed claim. Cover Whale’s coverage pages focus on underwriting and roadside assistance, so ask your agent how to report a claim and what happens next before you buy.
Why comparing several quotes matters
Nirvana and Cover Whale are two of several telematics-based trucking programs, and their rules often make the choice for you. For illustration, a 6-truck operation could usually get a Cover Whale quote but not a Nirvana Fleet Program quote. A 40-truck fleet would exceed Cover Whale’s size limit for auto liability.
Prices vary by insurer, state, radius, what you haul, your drivers and your claims history. One program’s safety discount can still leave you paying more than another insurer’s base rate. A broker such as Florin can compare quotes from several insurers so you can weigh a telematics program against your other options.
Frequently asked questions
Does Nirvana insure owner-operators or fleets with fewer than 10 trucks?
As of November 2026, Nirvana’s website lists only its Fleet Program, which is for fleets with 10 or more power units. In December 2023, SiriusPoint announced it would back a Nirvana non-fleet program for fleets with fewer than 10 power units, but Nirvana’s site no longer lists that program.
Does Cover Whale require a dash cam?
No. Its auto liability guidelines require you to connect an approved ELD or camera through DriveSmart, and an eligible device you already use counts. A dual-facing camera is not required.
Can I buy Nirvana or Cover Whale insurance online without an agent?
No. Both sell through licensed independent agents who are appointed with them, and both send trucking companies to an agent for a quote.
Does Cover Whale insure hazmat haulers?
No. Hazmat haulers are on Cover Whale’s published list of operations it won’t cover, along with household goods movers, oversize or overweight loads and double or triple trailers.
Will Nirvana raise my premium after an accident during the policy term?
Nirvana’s FAQ says your rate is locked for the policy term and won’t change mid-term, even after an accident or claim. Your renewal price can still reflect claims and driving data.
Does Cover Whale offer reefer breakdown coverage?
Yes. Its guidelines say reefer breakdown is available with its cargo coverage if your trailers are less than 10 years old. Cargo limits go up to $250,000.
